This post is for general informational purposes only and is not legal advice. Vehicle registration laws can change, and requirements may vary by county and personal situation, or change without notice. Before purchasing or attempting to register a kei truck, confirm current requirements with the Alabama Department of Transportation Motor Vehicle Division or consult with a licensed attorney in your jurisdiction.  This post is not intended as a solicitation or an offer to provide services in Arizona.

Arizona doesn't have a law that specifically prohibits kei trucks. In most cases, an imported kei truck that's 25 years or older can be titled and registered like any other vehicle, as long as it meets the state's standard safety requirements and passes emissions testing where applicable.

At a Glance

  • Status: Generally legal, if standards are met

  • On-road use: Yes

  • Top speed limit: None specific to kei trucks, standard traffic laws apply

  • Road types allowed: All roads, subject to standard vehicle requirements

The Law in Arizona

Arizona doesn't classify kei trucks as a special restricted category the way some states do. Instead, they're titled and registered under the state's general vehicle rules, governed by ARS § 28-2051. This is part of why a number of dealerships in the state specialize in importing and titling kei trucks. As long as the vehicle meets Arizona's standard safety equipment requirements and, where applicable, passes emissions testing, it can be registered for regular road use.

Restrictions and Requirements

  • Must comply with Arizona's standard vehicle safety requirements, including lights, brakes, seat belts, and mirrors.

  • Must pass emissions testing if registered in an area that requires it, including the Phoenix and Tucson metro areas.

  • Standard titling and registration process applies, the same as any imported vehicle.

What This Means for Kei Truck Owners

Arizona is one of the more straightforward states for kei truck ownership. Outside of the metro emissions testing requirement, there's no special low-speed classification, interstate ban, or speed governor mandate to work around. Owners in Phoenix or Tucson should plan for the emissions step, but owners elsewhere in the state generally have a simpler path to full, unrestricted registration.

Make Your Kei Truck Street-Legal in Montana

Stuck with a kei truck you can't legally drive where you live? You're not alone. Arizona is fairly permissive, but it still requires emissions testing in Phoenix and Tucson, an extra step and expense some owners would rather skip. Montana takes a different approach: kei trucks are registered like standard vehicles, with no emissions testing, no state-imposed speed governor, and no interstate ban.

How Does It Work?

Here's the short version: we set up a Montana LLC for you, then handle the registration paperwork specific to imported kei trucks, things like the surety bond (required for 1994-and-newer trucks), the VIN inspection, and the customs and export documentation. Once everything's submitted, your kei truck gets titled and registered under your Montana LLC, plates and all, so you can legally drive it on the road.

If your kei truck is financed, let us know up front. It changes a few steps in the process.

Montana doesn't charge sales tax on vehicle purchases, and once your kei truck is registered, there's no annual state renewal to worry about. You'll just need to keep your LLC in good standing, which we handle too.
